Pradhan Mantri Swasthya Suraksha Yojana (PMSSY)

The Pradhan Mantri Swasthya Suraksha Yojana aims to  correct  regional imbalances in the availability of affordable/ reliable tertiary healthcare services and also to augment facilities for quality medical education in the country. Main objective of PMSSY is to provide budget friendly healthcare facilities and supplement facilities for quality medical education in the underserved states. Main aim is to give high level healthcare services in different parts of the country.

MAIN COMPONENTS OF PMSSY

PMSSY has two components. One is setting up institutions in line with AIIMS and second upgrading of existing medical institutions

1- Setting up institutions in line with AIIMS. 

Each new AIIMS to add:

Get ready for new AIIMS with many more facilities. These new AIIMS will have 15-20 super speciality departments, 750 beds, 

100 UG (MBBS) seats, 60 B.Sc (nursing) seats and many more. 

Total 22 new AIIMS were announced. In which 6 are functional and 16 are approved by the cabinet. 

2- Upgradation of existing Government medical colleges/institutions

Existing government institutions will be upgraded. 8-10 super specialty

departments, around 15 new PG seats and 150-250 beds will be added

IMPLEMENTATION OF Pradhan Mantri Swasthya Suraksha Yojana

Total 75 projects are under PMSSY. Details are mentioned below. Fund allotted to the PMSSY is 1393 crore. Each phase has a separate amount. 

DIFFERENT PHASES OF PMSSY

Pradhan Mantri swasthya suraksha yojana has been executed in many phases. 

FIRST PHASE

Government has approved the following things in First Phases. Building of 6 institutions in the line of AIIMS and upgradation of 13 existing medical institutions. Here is the list of states where AIIMS are proposed to be established-

•Bihar (Patna)

•Chattisgarh (Raipur)

•Madhya Pradesh (Bhopal)

•Orissa (Bhubaneshwar)

•Rajasthan (Jodhpur)

•Uttaranchal (Rishikesh)

States are selected on the basis of many socio economic indicators. 13 existing medical colleges and institutions spread across 10 states will also be upgraded.  Amount will be shared by the State and Central government.This upgrade will cost ₹120 crore.

PHASE 2

In this phase, the Government has announced building  two more AIIMS like institutions , one in Uttar Pradesh and one in West Bengal. Upgradation of 6 existing Government medical institutions has also been announced in this phase, namely

Government Medical College, Madurai, Tamil Nadu

Government Medical College, Nagpur, Maharashtra

Jawaharlal Nehru Medical College of Aligarh Muslim University, Aligarh

Pt. B.D. Sharma Postgraduate Institute of Medical Sciences, Rohtak

Estimated cost allotted for this phase is 823 crore. For upgradation of medical college institutions, the Central Government will contribute Rs. 125 crore each.

PHASE 3

In this phase 39 existing Government Medical Institutions will be upgraded, namely.

Government Medical College, Rewa, Madhya Pradesh

Government Medical College, Gorakhpur, Uttar Pradesh

Government Medical College, Dharbanga, Bihar

Government Medical College, Kozhikode, Kerala

Vijaynagar Institute of Medical Sciences, Bellary, Karnataka

Government Medical College, Muzaffarpur, Bihar

Upgradation cost estimated is 150 crore. In this phase also there will be contribution, 120 by centre and 30 by the state government.

PHASE 4

In this phase cost of 200 crore has been approved for the upgradation of 13 more Government Medical College Institutions.. The Central Government will contribute 120 crore, and the State will contribute 80 crore.

PHASE 5 & 6

In this, 4 government medical colleges will be upgraded. 

BENEFITS of PMSSY

Being the second most populated country in the world, proper treatment can not be delivered to each citizen. There were insufficient medical institutions to serve citizens. But New AIIMS and other medical institutions will improve this condition. The benefit of pradhan mantri swasthya suraksha yojana is mainly that every citizen will get free treatment all over the country. 

OTHER RELATED SCHEMES TO HEALTH SECTOR

  • PRADHAN MANTRI SWASTHYA SURAKSHA NIDHI (PMSSN) 

A single non-lapsable reserve fund for Health from the proceeds of Health and 

Education Cess.

  • PM ATMANIRBHAR SWASTH BHARAT SCHEME

This scheme was announced in the Union Budget 2021-22. It aims to develop

capacities of primary, secondary, and tertiary care health systems even in the last 

miles of the nation, and developing a modern ecosystem for research, testing and 

treatment in the country itself.

The NDHM is a complete digital health ecosystem with four key features – Health ID, 

personal health records, Digi Doctor and health facility registry.

Creation of health and wellness centres to bring health care closer to homes and to protect poor and vulnerable families against financial risk arising out of catastrophic health episodes.

Aims to provide healthcare in an “assured manner” to all, the NHP 2017 strives to address current and emerging challenges arising from the ever-changing socio-economic, technological and epidemiological scenarios.

PRADHAN MANTRI BHARTIYA JANAUSHADHI PARIYOJANA (PMBJP) 

PMBJP stores have been set up to provide generic drugs, which are available at lesser prices but are equivalent in quality and efficacy as expensive branded drugs.

NATIONAL HEALTH MISSION

NHM was launched by the government of India in 2013 subsuming the National Rural Health Mission and the National Urban Health Mission.

The main programmatic components include Health System Strengthening in rural and urban areas for – Reproductive-Maternal- Neonatal-Child and Adolescent Health (RMNCH+A), and Communicable and Non-Communicable Diseases

Eligibility for PMSSY

There is a lack of affordable healthcare services and the public had to suffer to get them. So, places where the public had to travel to get better healthcare services and quality of medical education are eligible for PMSSY. Earlier there were less government institutions for healthcare, but under PMSSY they are increasing in places which were lacking behind.
