OBJECTIVE OF PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

Main objective behind the launch of PM Formalization of Micro Food Processing  is to increase competition among existing individual micro-enterprises in the unorganized segment of the food processing industry and promote formalization of the sector. 

PM FME is especially focused on supporting Groups engaged in Agri-food processing such as Farmer Producer Organizations (FPOs), Self Help Groups (SHGs) and Producers Cooperatives along their entire value chain. Following are more ways in which PM FME supports:-

i. Food processing entrepreneurs through credit-linked capital subsidy @35% of the eligible project cost with a 

ii. Seed capital @ Rs. 40,000/- per SHG member for working capital and purchase of small tools.

iii. Credit linked grant of 35% for capital investment to FPOs/ SHGs/ producer cooperatives.

iv. Support for marketing & branding to micro-units.

v. Support for common infrastructure and handholding support to SHGs, FPOs and Producer Cooperatives.

vi. Providing Capacity building and training support to increase the capabilities of the enterprises and upgradation of skills of workers.

IMPLEMENTATION OF PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME will be implemented over five years from 2020-21 to 2024-25.

BUDGET FOR PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

This scheme was launched by the Central Government of India. Total budget allocated for PM FME is 10,000 crore. The share of expenditure under this scheme is as follows:

  • 60:40 between the central government and state governments and UTS with the legislature
  • 90:10 between central and North Eastern and Himalayan states
  • 100 percent central assistance for UTs without legislatures.

Funds are provided to States on the basis of approved Project Implementation Plan (PIP).

COMPONENTS OF PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

Components  in PM FSE are as follows:-

•For supporting micro enterprises whether it’s in group or individual. 

•To support Marketing and Branding strategy. 

•To strengthen Institution. 

•Setting up a robust project management framework. 

APPROACH OF PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

ONE DISTRICT ONE PRODUCT approach is approved for establishment of a Product-specified traditional industrial hub  under the PM FME scheme. 

•After reviewing the existing clusters and availability of raw material, states can identify food products for districts. 

•The ODOP could be a perishable produce based or cereal based or a food item widely produced in an area. E.g. mango, potato, pickle, millet based products, fisheries, poultry, etc.

INSTITUTES  for research will be promoted  to support training of units, product development, appropriate packaging and machinery for micro units.

NEED OF PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

This sector comprises nearly 25 lakhs units to contribute to 74% of unemployment. 

Number of challenges limits unorganized food processing sector performance and growth. The challenges include lack of access to modern technology & equipment, training, access institutional credit, lack of basic awareness on quality control of products; and lack of branding & marketing skills etc.

ELIGIBILITY CRITERIA OF PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

The applicant should be above 18 years and pursue education till class 8th standard and above. Only one person from one family would be eligible for obtaining financial assistance. The “family” for this purpose would include self, spouse and children.

HOW TO APPLY FOR PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

Following documents need to be submitted by the beneficiaries and would be recommended by the State Nodal Authorities to MOFPI for availing credit-linked subsidy.

RESEARCH INSTITUTIONS RELATED TO PM FORMALIZATION OF MICRO FOOD PROCESSING ENTERPRISES SCHEME

•The National Institute For Food Technology Entrepreneurship and Management(NIFTEM)  and The Indian Institute Of Food Processing Technology(IIFPT)  will lead in building components of the scheme

•At the state level, State level institutions related to the food processing technology sector will support NIFTEM and IIFPT.
