Objective of launching PMGSY was to provide unrestricted road connectivity in rural areas throughout the country.
•PMGSY is sponsored by the central government and is part of the central government’s poverty reduction strategy.
•Not only new roads but also old roads will get renovated under this scheme. Although the main objective is to connect unconnected rural areas.
•Providing an all weather road with a proper drainage system is the main objective of PMGSY.
Currently PMGSY is under phase 3
In this phase consolidation of existing rural road networks is going on by renovating them that connects rural habitants to:
•Gramin Agricultural Markets (GrAMs)
•Higher Secondary Schools
•Hospitals
PMGSY is the most important scheme for development of rural India. Significance and Benefits are discussed below..
•Rural Connectivity is important as it will increase social and economic service which will boost up employment and increase farm income. Rural connectivity under PMGSY will act as a catalyst in reducing poverty.
•This gap filling scheme will reduce the gap between urban and rural areas. PMGSY will enhance the connectivity and will mark a high rise in the graph of developing India.
•Opportunity of availing Education, Healthcare, Employment and benefits of government schemes will increase in rural regions. Proper connecting roads will make movement easy to urban regions and this will connect rural communities to urban markets. This connectivity will boost up employment and farm income. Agriculture strategy can also be updated.
•Government facilities such as education, health care and other benefits or government schemes will be easily provided to rural regions. This will maintain harmony and will reduce poverty.
PMGSY was launched in Dec 2000 by late Atal Bihari Vajpayee. The nodal ministry for PMGSY is the Ministry of Rural Development. The Panchayati Raj System governs the maintenance of roads under this scheme.
The eligibility under PMGSY is determined on the basis of habitations to be connected.
Rural areas in plain with population 500 and above and hilly states including NE, desert states, tribal areas and other backward areas with a population of 250 and above will be benefited under PMGSY. Central government will give 60% of the total budget for plain regions and 90% of the total budget for the hilly region and northern eastern states.

Lack of funds.
As per ministry of rural development maintenance of roads will cost around ₹75,000-₹80,000 crore for 5 years and the period starts from 2020-21. States are supposed to invest ₹11,500 crore, and this investment will increase to ₹19,000 crore by 2024-25. The central government’s amount is under stress so it can’t be predicted till when this amount will be transferred to the state government.
It was mentioned in a Report submitted on Pradhan Mantri Gram Sadak Yojana in 2017 by the Standing Committee of Rural Development that frequent transfer affects the effectiveness of development. It was also monitored that project is lagging behind due to:
•inadequate execution and contracting capacity, and
•unavailability of land and forest clearances.
•Rashtriya Krishi Vikas Yojana (RKVY) Scheme
This scheme was started in 2007. Main objective of this scheme was to motivate the state government to spend on agriculture.
•Agriculture Infrastructure Funds in India
Agriculture Infra Fund (AIF) is a financing facility launched on 8th July 2020 under the guidance of Prime Minister Shri Narendra Modi, for creation of post-harvest management infrastructure and community farm assets, with benefits including 3% interest subvention and credit guarantee support.
•National Mission on Oilseeds and Oil Palm (NMOOP)
The Central Government introduced the National Mission on Oilseeds and Oil Palm or NMOOP during the 12th Five Year Plan to support the development and sale. This scheme aims to boost the production of edible oils and expand the oil palm areas
•Pashu Kisan Credit Card Yojana (PKCC)
The Haryana Government launched the Pashu Kisan Credit Card (PKCC) Scheme to provide cattle farmers loans. To avail of the loan amount, animal owners need to have a Pashu Kisan Credit Card. Haryana is the first state in India to implement this scheme.
Kisan Credit Card Scheme (KCC)
The Kisan Credit Card (KCC) scheme was introduced in 1998 for the issue of Kisan Credit Cards to farmers on the basis of their holdings for uniform adoption by the banks so that farmers may use them to readily purchase agriculture inputs such as seeds, fertilisers, pesticides etc.

Answer-
All-weather roads are those that individuals can drive on notwithstanding the season. These streets do not have to be paved with blacktopping or cement concrete. A gravel road can also be an all-weather road.
